Check whether anything moves
Actual movement or missing bedding matters more than surface weathering.
Remove loose material first
New mortar needs something solid to bond to.
Older brickwork may need a suitable mortar
Very hard cement-rich mixes are not always appropriate on softer traditional masonry.
